A charter is the first item required on your path to having a guild. Charters may be purchased from Guild Masters located in each of the major cities. Local guards are quite eager to point the way, so it shouldn't be too hard to find the necessary NPCs.

When you purchase your charter you are asked to supply a name for your guild. Be sure to choose an appropriate (non-offensive) name. Give the name some thought and allow it to express your guild and what it stands for. In the wee hours of the morning after you've been smashing Murlocs for hours on end, the name "Crazy Murloc Deathbringers" might sound completely appropriate. However, shorter names that roll of the tongue with ease are quite successful. You guild tag will catch the attention of players, so be sure it's the kind of attention you're seeking.
Here's a suggestion that alleviates frustration when purchasing the charter, be sure to have two or three alternate versions of your guild name that you're comfortable with. Many times a name will be disallowed by Blizzard if it has been taken by another group or is offensive.
Charters cost ten silver pieces and require 9 additional "signatures" for completion. This is and easy if you have 9 friends running around waiting to come to your aid. However, many guilds are started by soliciting the aid of low-level characters i the starter zones. There is also a guild recruiting channel available in large chities where you can broadcast your new guild and need for signatures. Each signature must come from a seprate account. In other words you can't have your buddy log onto his account and sign nine times will all this alt. characters. People who are already in guilds are also unable to sign your charter.
Once you have all your signatures, return to the Guild Master and submit the charter.
Congratulations! Your guild has been formed. Each of the Players who signed your charter receive a system message informing them that they are a founding member of your guild. These players automatically receive a defualt rank of "Member." The person who purchased the charter becomes the initial "Leader" of the guild.
Guild Creation Tip: The fastest way to get the signatures required for Guild Creation is to pay for them. Most lowbie charaters will jump at the chance to earn 1G for a signature since gold is hard to come by at these low levels. If the idea of spending gold for signatures turns you off, you might want to reconsider creating a guild. To recruite the best players and run a successful guild you need gold and lots of it.
